Immediate COLAs: The Benefit Standard FERS Retirees Don't Get

Regular FERS employees who retire before age 62 wait years for their first cost-of-living adjustment. Special category air traffic controllers don't wait at all. Under 5 U.S.C. § 8462, controllers retiring under the special provisions of 5 U.S.C. § 8412(e) receive COLAs starting with the first annual adjustment after their retirement date.

A controller retiring at 50 can receive up to 12 annual COLA increases before reaching 62. The compounding effect is substantial. Assuming 12 adjustments and an average CPI-W increase of 2.5% per year, a $54,400 starting annuity grows to roughly $73,200 by age 62. At 3% average inflation, it reaches about $77,600. Those are real dollars that standard FERS retirees at the same age simply don't receive.

How the FERS COLA Formula Works

The FERS COLA uses a tiered formula based on the Consumer Price Index for Urban Wage Earners (CPI-W):

  • CPI-W increase of 2% or less: full CPI-W adjustment applied
  • CPI-W increase between 2% and 3%: COLA is 2%
  • CPI-W increase above 3%: COLA is CPI-W minus 1 percentage point

This means FERS COLAs slightly lag inflation in high-inflation years. In 2024, when CPI-W rose 3.2%, the FERS COLA was 2.2%. CSRS retirees received the full 3.2%. Over a 30-year retirement, this "diet COLA" effect adds up, but the immediate start for ATC retirees partially offsets it by giving you more years of compounding.

COLAs are effective in December and reflected in the January payment.

The Interim Pay Gap

Between your last federal paycheck and your first full pension payment, OPM's processing timeline creates an income gap that catches many retirees off guard.

After your agency transmits your certified retirement package to OPM's Retirement Operations Center in Boyers, Pennsylvania, OPM assigns a Civil Service Annuity (CSA) claim number within 7 to 30 days and places you on interim pay status. Interim pay delivers approximately 60% to 80% of your calculated net monthly annuity.

As of mid-2026, OPM's average total processing time for final adjudication is approximately 108 days from receipt of the agency package, with a pending backlog of roughly 24,784 claims. During this period, you receive the reduced interim amount — not your full pension.

Once OPM completes final adjudication, they issue a retroactive adjustment payment covering the difference between what you received in interim pay and your finalized annuity amount. They also establish your full monthly pension payment and activate the FERS Special Retirement Supplement for eligible retirees under age 62.

Planning Around the Gap

Three to four months of reduced income requires planning, especially for controllers retiring at 50 who may not have other income sources immediately available:

TSP as a bridge. Controllers separating at 50 or older with 20+ years of special category service can take penalty-free TSP distributions under IRC § 72(t)(10). A partial withdrawal during the interim period can supplement the reduced payments without triggering the 10% early withdrawal penalty.

FEHB premiums continue. Your health insurance premiums are deducted from interim pay just as they were from your active paycheck. The government continues its contribution. Budget for this deduction from the already-reduced interim amount.

Annual leave lump sum. Your final paycheck includes a lump-sum payment for unused annual leave. This payment typically arrives within one to two pay periods of separation and can help bridge the gap, but it's fully taxable as ordinary income in the year received.
