Air Traffic Controller Retirement Timeline: From 5 Years Out to Final Adjudication

The Timeline Nobody Gives You in One Place

Retiring from ATC isn't a single event — it's a multi-year administrative process with fixed deadlines that, if missed, can delay your pension or cost you benefits. The FAA Benefits Operations Center (BOC) and your Servicing Personnel Office handle the paperwork, but they process thousands of retirements. Knowing the milestones yourself is the difference between a clean separation and months of scrambling.

Five Years Before Separation

Verify FEHB and FEGLI continuity. FEHB requires 5 years of continuous FEHB or TRICARE coverage immediately before retirement; FEGLI requires 5 consecutive years of enrollment immediately before retirement. If you had a coverage gap, ask HR early whether you meet the continuation rules; re-enrollment does not cover a past gap.

Begin your SF-50 audit. Pull your complete personnel history from eOPF (FAA) or DCPDS (DoD) and verify that Block 30 on every personnel action correctly reflects special category retirement coverage. Miscoded SF-50s — especially during promotions, reassignments, or facility transfers — can cost you years of enhanced annuity credit if not corrected before retirement processing.

Complete any military service buyback. Deposits for active-duty military service under 5 U.S.C. § 8411 earn interest after the two-year grace period. Completing the buyback early avoids accruing additional interest and ensures the service is credited before your official annuity estimate.

One Year Before Separation

Request a certified retirement estimate. Contact your Servicing Personnel Office (FAA) or CPAC (DoD) for an official estimate of your annuity. This is not the generic estimate you can generate yourself — it's a certified calculation based on your actual service record. Processing takes time, so request it at the one-year mark.

Complete second-level supervisor deposits if applicable. For service performed in a second-level supervisory capacity prior to February 10, 2004, the deposit under 5 CFR 842.811 must be paid before separation to receive special category credit for that service.

Review your TSP allocation and beneficiary designations. Decide whether you'll take a lump-sum withdrawal, systematic payments, or leave the balance invested after separation. Roth TSP qualified distributions require the account to be open for 5 years, so if you opened Roth TSP contributions recently, check the timeline.

60 to 90 Days Before Separation

Submit your retirement application package. The core documents:

  • SF-3107 (Application for Immediate Retirement under FERS)
  • SF-3107-2 (FERS Special Retirement Supplement attachment)
  • SF-2818 (Continuation of Life Insurance Coverage)
  • TSP-70 or withdrawal election

For controllers facing mandatory separation at age 56, the agency issues a formal 60-day written notice under 5 U.S.C. § 8425(a). Mandatory separation is an operation of law — it takes effect on the last day of the month you turn 56 whether or not you've submitted your paperwork. But submitting the package on time ensures OPM receives your file promptly after separation.

For voluntary retirements, submit within this same 60-90 day window to allow your agency to close out payroll records, process your final SF-50, and prepare the retirement file for transmission to OPM.

Separation Day

Your retirement is effective on the last day of the month. For mandatory separations, that's the last day of the month you turn 56. For voluntary retirements, you choose the effective date, but picking a month-end date aligns with how OPM processes annuity payments (monthly, in arrears).

Your final paycheck includes your regular earnings through the separation date plus a lump-sum payment for unused annual leave. Sick leave is not paid out — it converts to service credit in the annuity calculation.

After Separation: OPM Processing

Days 7-30: OPM receives your retirement file from the agency payroll office, assigns a Civil Service Annuity (CSA) claim number, and places you on interim pay. Interim pay runs approximately 60-80% of your calculated net monthly annuity.

Days 30-108 (average): OPM completes final adjudication. The mid-2026 average processing time is approximately 108 days, with a pending backlog of about 24,784 claims. During this period, you receive the reduced interim amount.

Final adjudication: OPM issues a retroactive adjustment payment for the difference between interim and full pay, establishes your permanent monthly pension payment, and activates the FERS Special Retirement Supplement.
