Free Pension Credit You've Already Earned
Unused sick leave is converted into additional creditable service time under OPM's standard chart: 2,087 hours equals one full year of service. A controller retiring with 1,200 hours of unused sick leave adds 6 months to their total creditable service — and those months are pension months that increase the annuity.
For air traffic controllers, sick leave credit falls into the 1.0% multiplier tier. It adds to total service time after the covered ATC service calculation, so it's applied at the standard rate regardless of how many years of covered ATC time you have. On a High-3 of $160,000, each additional month of sick leave credit adds about $133 per year to the gross annuity. That's not transformative, but 1,200 hours adds roughly $800 per year — every year for the rest of your life, with COLAs.
What Sick Leave Cannot Do
The critical limitation: sick leave credit cannot be used to meet eligibility thresholds. It doesn't count toward the 20 years of covered ATC service required for the age-50 retirement, and it doesn't count toward the 25-year covered ATC service threshold. If you have 19 years and 11 months of covered ATC service and 800 hours of unused sick leave, you're not eligible for special category retirement — you need one more month of actual ATC service.
Sick leave also can't be used to meet the 5-year continuous enrollment requirement for FEHB or FEGLI coverage in retirement.
The Conversion Math
OPM's Sick Leave Conversion Chart breaks the calculation into full months based on your standard work year:

The chart uses full-month increments. Partial months are dropped — 340 hours rounds down to 1 month (174 hours), not up to 2. This makes the breakpoints matter: accumulating just 8 more hours from 340 to 348 picks up an entire extra month of credit.

Strategic Considerations for Controllers
Controllers approaching retirement face a practical tension with sick leave. The job is physically and cognitively demanding, shift work disrupts sleep, and the pressure to use sick leave when you need it is real. Banking sick leave for pension credit shouldn't come at the cost of working through conditions that affect your operational performance or your FAA medical clearance.
That said, controllers who've accumulated substantial balances — 1,500 to 2,000+ hours isn't unusual for a 25-year career — see meaningful pension increases. At 2,000 hours on a $170,000 High-3, the 11 months of credit add about $1,560 per year to the annuity permanently.
One tactical note: if you're within a few months of your planned retirement date, burning through accumulated sick leave on minor issues costs you pension credit at $133+ per month per month of credit lost. Every 174 hours you spend is one fewer month in your pension calculation.
Interaction With Military Buyback
Controllers who bought back military time already have that service in their total creditable column. Sick leave credit stacks on top of both covered ATC service and bought-back military service in the total service calculation. All three components — ATC covered service, military buyback, and sick leave — feed into the annuity formula, with ATC time at 1.7% for the first 20 years and everything else at 1.0%.
