NALC, APWU, and NPMHU VERA Retirement: How Each Union's MOU Shapes Your Offer

VERA Is Statutory, but the Terms Come From Union MOUs

Every postal VERA begins the same way: OPM approves USPS's request to offer early retirement under 5 U.S.C. § 8414(b) (FERS) or § 8336(d) (CSRS). The statutory eligibility — age 50 with 20 years, or any age with 25 years — is identical regardless of your craft or union.

What differs is everything around the edges. When USPS pairs a VERA with a VSIP or a negotiated separation incentive, the specific dollar amounts, payment schedules, craft caps, facility targeting, and extended withdrawal provisions are hammered out in a Memorandum of Understanding between USPS and each bargaining unit. Your union's MOU is the document that governs your offer's fine print.

APWU: Clerks, Maintenance, Motor Vehicle Service

The American Postal Workers Union represents clerks, maintenance craft employees, motor vehicle service operators, and support services personnel. In the 2025 VERA round, the APWU MOU covered the largest eligible population and included:

  • A $15,000 separation incentive paid in two installments ($10,000 in Year 1, $5,000 in Year 2)
  • Craft-specific participation caps — maintenance craft was capped at 12%, while clerks and MVS had no published ceiling
  • Extended withdrawal provisions for employees who couldn't secure HRSSC retirement counseling before the election deadline

APWU stewards are your first line of contact for understanding craft-specific caps at your installation. If your facility's maintenance positions are near the cap, a few early acceptances could close the window before you decide.

NPMHU: Mail Handlers

The National Postal Mail Handlers Union negotiated a parallel MOU for the 2025 round with substantially similar terms — the same $15,000 incentive structure and the same statutory eligibility requirements. Mail handlers at processing and distribution centers marked for consolidation into Regional Processing and Distribution Centers (RPDCs) were primary targets.

If you decline, your rights under the national agreement and any excessing or RIF procedures depend on the applicable terms. Ask your NPMHU representative to identify the provision that applies to your facility; don't assume accepting or declining the VERA changes your seniority rights or prevents a later RIF.

NALC: Letter Carriers

The National Association of Letter Carriers represents city letter carriers. NALC's relationship with VERA is narrower than the other unions' because letter carrier positions are less frequently targeted in facility consolidation rounds — carrier routes exist at every delivery unit, not just at processing plants.

When a VERA does include letter carriers (typically tied to office realignments or station consolidations), the NALC negotiates its own MOU with terms specific to carrier operations. Incentive amounts, participation caps, and withdrawal timelines are set independently of the APWU and NPMHU agreements.

If your VERA offer letter identifies you as a letter carrier, check with your NALC branch office for the terms that apply. What the Union Can and Can't Do for You

Your union steward can explain your craft-specific MOU terms, confirm whether your installation is within the participation cap, and help you understand excessing protections if you decline. They can also advocate on your behalf if you believe your offer letter contains an error or if you're being pressured to accept before the applicable election deadline expires.

What stewards cannot do is provide personalized financial planning. They can tell you the incentive structure and the deadline dates, but they can't model your annuity gap, calculate your TSP penalty risk, or project your year-by-year cash flow after separation.
