How Long Does USPS VERA Retirement Take to Process? OPM Timelines and Interim Pay

The biggest source of financial stress after accepting a USPS VERA isn't the reduced annuity — it's the silence between your last paycheck and the first deposit from OPM. That gap is predictable if you know what's actually happening behind the scenes.

The Five-Phase Processing Pipeline

Your retirement case moves through five stages, each handled by a different entity. Understanding which stage you're in tells you when to expect money and who to call.

Phase 1 — Local Facility (after separation): Your facility issues your final PS Form 50 under NOAC 703 (Voluntary Early Retirement) and completes your separation paperwork.

Phase 2 — HRSSC Greensboro (30–45 days post-separation): The Human Resources Shared Service Center audits your entire service record, constructs your Certified Summary of Federal Service (SF 3107-1 for FERS or SF 2801-1 for CSRS), and compiles the complete retirement package.

Phase 3 — Transmission to OPM Boyers: HRSSC transmits your certified file and final payroll records to OPM's Retirement Operations Center in Boyers, Pennsylvania after its review.

Phase 4 — OPM Intake and Interim Pay (Week 6–8): OPM logs your case, assigns a CSA (Civil Service Annuity) claim number, and mails a welcome letter with your CSA number and PIN for accessing OPM Services Online. Interim annuity payments begin approximately six to eight weeks after your separation date.

Phase 5 — Full Adjudication (60–90+ days from OPM intake): OPM completes the full case review, calculates your final annuity, and issues a retroactive lump-sum adjustment covering the difference between what interim payments paid and what your actual annuity should have been.

How Much Does Interim Pay Cover?

Interim annuity payments cover 60% to 80% of your calculated net monthly annuity. The exact percentage depends on your retirement system and the complexity of your case.

During the interim period, some components are withheld:

  • FERS Annuity Supplement: Not paid during interim — it starts only after full adjudication (and only if you've reached MRA)
  • Court-ordered apportionments: May further reduce interim payments if applicable
  • Health and life insurance premiums: Deducted from interim pay

So if your fully adjudicated monthly annuity would be $2,500 net, expect interim payments somewhere between $1,500 and $2,000. The rest arrives as a retroactive catch-up payment once adjudication completes.

Realistic Total Timeline

From your separation date to your first interim payment: six to eight weeks.

From your separation date to full adjudication: three to six months during a high-volume VERA round. OPM's typical adjudication time is 60 to 90 days from intake; HRSSC's 30 to 45-day review happens before that clock starts.

VERA rounds create processing surges. When 10,500 employees accept in a single window (as in the 2025 round), HRSSC and OPM backlogs extend. Plan for the longer end of each range.

What You Can Track

Once OPM assigns your CSA number, you can check your case status through OPM Services Online. The welcome letter arrives by mail — watch for it starting about six weeks after separation.

Before that letter arrives, your contact points are:

  • HRSSC: 877-477-3273, Option 5 — for questions about your retirement package status before it reaches OPM
  • OPM Retirement Operations: 888-767-6738 — for questions after your case is in OPM's system

If your interim payment hasn't started by week 10, call OPM to confirm they've received your package from HRSSC. Cases occasionally get delayed when service records need additional verification or military service deposits are incomplete.

Building Your Bridge Budget

Map every income source and expense for the first six months after separation:

Income arriving:

  • Annual leave lump sum (30–45 days post-separation)
  • VSIP first installment (varies — August 15 in the 2025 round)
  • OPM interim payments (starting week 6–8, monthly thereafter)

Expenses continuing:

  • PSHB health insurance premiums (deducted from interim pay or billed directly)
  • FEGLI premiums (if carrying life insurance)
  • Regular household expenses at 100%

The gap between your last paycheck and the first interim payment is the critical window. Most people need three to four months of expenses in accessible savings or checking — not locked up in TSP — to cover it comfortably.

The USPS Early Out: The Postal VERA & VSIP Decision Guide includes a 180-day cash flow template with each payment source and its expected arrival date, so you can build a realistic month-by-month budget before you sign anything.
